Urban Design Concept to Enhance Tourism in Cilincing Coastal Area

Abstract

When local people holding activities in certain space in opposite way they should behave, they create the behaviour of heterotopia. Once space of heterotopia has been created, it will form a new community. The birth of this community will trigger the horizontal conflict between the marginalized community who ‘claimed’ heterotopia and others who consider their acts as intrusive activities. It is become necessity for marginalized urban people to escape from their daily routine, that they need the places for leisure and recreation. If this phenomenon triggered the emergence of the space of heterotopia, then the city signalled lack of urban free public space. Urban spaces in a city have the potential to be utilized either as tourist place or leisure places, but unfortunately many of them neither well maintained nor open for public. When many tourist places of heterotopia spotted in coastal area, this signaled the situation that the area has not been well developed. One example is the coastal area at Cilincing,North Jakarta. Cilincing also the place of origin of native Betawi that should have the potential to be developed as tourist destination but ironically many inhabitants have been moved away into other parts of the city. This paper raised the issue on how to enhance the potentialities of Cilincing as the tourist destination. In redesigning this unique area, the first thing to do is finding the concept that incorporate heterotopia of spaces, marginal communities, Cilincing, and coastal estuaries of Cilincing. Next is exploring some precedents in similar cases with the criteria focusing on coastal, tourism, and space of democracy. Analyzing of precedents revealed the design issues toward urban design solutions. Using the concept of coastal estuaries, eventually we create benchmark to develop Urban Design for Cilincing District.
