N2 - Our research describes the operationalization of ontology engineering methodology based on socio-technical approach named socio-technical ontology engineering methodology. To present clear description of socio-technical ontology engineering (STOE) methodology, this research using systematic literature review to identify, review and synthesis publication of qualitative research in ontology engineering to get theme and sb-themes important. There are three academic research databases that are used to scanning for the relevant reference articles, IEEEXplore, Science Direct and Google Scholar. This study obtained 20 literature and the selected articles are grouped by databases, years and categories in this study. Result of this study is the operationalization of ontology engineering methodology to develop ontology that consists of five main phases namely planning, analysis, design, implementation, and evaluation.
