Toward maturity model of e-Government implementation based on success factors

Abstract

Since the presence of Inpres 3 in 2003 about policy and Development Strategy of e-Government in Indonesia, government institution should be capable to exploit potential of information and communication technology (ICT) in order to improve efficiency, transparency and accountability. In spite of the presence of regulation, Indonesia is being one of countries that the implementation of e-Government was relatively slow. According to UNDESA survey in 2012, Indonesia was left behind Vietnam and Thailand for e-Government development index [1]. In 2014, Indonesia dropped to rank 106th far below Vietnam, Philippines and Thailand in Asia region [2]. The high failure of e-Government had motivated researcher to study about success factors that influence successful e-Government implementation. In this paper, list of success factors in e-Government implementation successfully identified from the previous research [3] had been analyzed. Exploratory and confirmatory factor analysis method was adopted to define structure validation with the sample of study consisted of 237 public employees at local government level. Result of EFA showed that four dimensions had emerged which are named as input, process, output and outcome. Internal consistency (Cronbach alpha) reliabiliy were 0.94 for input, 0.92 for process, 0.88 for output and 0.88 for outcome. The internal consistency reliability for whole scale was 0.97. Result of CFA showed that the model was well-fit with the empirical data since factor loading and goodness-of-fit statistical index were acceptable. Therefore, the proposed model in this research was valid and reliable toward maturity model of e-Government implementation.
