N2 - Knowledge management has convinced a significant role in supporting governance reform and expose opportunities for government services enhancement. Furthermore, previous studies also declared that organizational culture has a correlation in knowledge management effectiveness as a critical knowledge management enabler. This research aims to explore the influence of organizational culture on knowledge management and the framework used for assessing organizational culture, specifically in government institutions, through conducted a systematic literature review. A total of 20 final relevant articles were selected for further analysis and synthesize the influence of organizational culture and mapped into four knowledge management processes: knowledge application, capture, sharing, and discovery. The result of this study is a number of influences on the knowledge management process toward government institutions as well as the frameworks that might be performed for organizational culture assessment in government organizations.
