Abstract
In 2018, the Government of the Republic of Indonesia initiated a policy for sustainable human development. The Population Projection Report explains Indonesia's population will reach 318.96 million people in 2045, the productive age estimated at 207.99 million. A policy is needed to orchestrate this golden momentum. The task force in the Executive Office of The President was formed to develop a concept called National Talent Management policy. In preparing a concept, design thinking is needed to make the work process effective and efficient. The research purpose is to describe the importance of design thinking in policy making through examining literature and practice experiences. The result shows that design thinking plays a crucial role in policy making processes that are influenced by strategic vision, organizational contexts, culture, individual traits and capabilities. By applying design thinking, policy makers create policies that are more responsive to the needs of users, leading to better outcomes and greater public satisfaction.
