N2 - The technological development of Visible Light Communication (VLC) is rapidly progressed, which open up opportunity for any country to take the chance. While VLC is being researched, Indonesia can play a role on developing related innovation as well as setting up its standard. This study aims to define the opportunities and challenges of the VLC implementation that can be used for policy recommendations to the government. It used PEST analysis to evaluate the aspects of politic, economy, social, and technology. The result shows that the implementation VLC is quite potential supported by large number of local LED-industries, the increasing of the LEDs consumption, and the raising of data traffic each year. It may provide an opportunity for Indonesia to produce its own devices by local industries through collaboration with government, research institutions, and academic institution. Challenges that need to be considered by the policy maker include the possibility of security risks, data ownership, and permanent roaming issues.
