Strengthening the Health Information System to Improve the Quality of Health Services at the Health Facilities in Pare-Pare, South Sulawesi

Abstract

Background: The rapid increase of AIDS, TB, and Malaria incidence needs high quality service delivery. A health information system (HIS) supports quality service delivery. HIS helps collect, process, store, retrieve, and transfer the required information. The current situations of the HIS in Indonesia, however, showed the unavailability of good quality data and information at every level of administration. This study aimed to investigate the strengthening of HIS to improve the quality of health services at the health facilities in Pare-Pare, South Sulawesi.

Subjects and Method: This was a qualitative study conducted in Pare-Pare, South Sulawesi in 2018. Several key informants were selected for this study including staff of public health services and district health officer in Pare-Pare. The study theme was strengthening the health information system to improve the quality of health services at the health facilities. The data were collected by in-depth interview, observation, and document review.

Results: Some initiatives had been taken to strengthen the HIS at the health facilities in Pare-Pare, South Sulawesi. These initiatives included capacity building, routine verification of health program data, supervision and assistance, policy advocacy, improvement the role of inter-sectoral and inter-program, compilation of local regulations and standard operational procedure (SOP), and the availability of integerated single data application. Various areas of HIS had been improved, including resources, indicators, data sources, data management, data quality, data use, and dissemination.

Conclusion: Some initiatives have been taken to strengthen the HIS at health facilities in Pare-Pare, South Sulawesi. Various areas of HIS have been improved, including resources, indicators, data sources, data management, data quality, data use, and dissemination.
