Abstract
Studies on urban informality of developing economies have been focusing
mainly on various form of informal sector as the result of rapid growth of cities.
Those studies show that intensive and borderless flows of investment, goods,
information and people contribute significantly to the co-existing formal and
informal sector, and put the informal sector in opposite to formal sector, with the
state as the main actor in the formal sector. Very few studies elaborate the ‘dual
informality’- relations between informal sector and the state in the process of urban
governance.
