Social Contractual Utilitarianism: The Use of Various Essential Digital Village to Integrate Tourism

Social contractual utilitarianism is associated with the collective agreement of government on the benefits of tourism to villages. Ellis' perspective on social humanism was used to implement and explore these needs. This study, therefore, analyzed the implementation of tourism and the digital village program in Cibeusi village. The digital observation was carried out to analyze the online content of various media and to produce keywords based on frequency criteria. Also, the offline observation was conducted to obtain a better understanding of the strategies to convey information and make agreements amongst members, community leaders, and outside teams. In-depth interviews were also conducted on community leaders and members for an adequate understanding of the development process associated with tourism and digital programs at the village level. The result showed that there are various types of agreement with specific values used to disclose greater ideas related to economic potential, especially on the integration of tourism and the digital village program. In addition, various types of compassion, fairness, and honesty provide a greater advantage for the broader community.
