Abstract
Countries worldwide are increasingly embracing a more collaborative housing reconstruction in post-disaster settings. Despite the increasing trend and claimed benefit of using public participation in solving disaster impact, discussion toward the degree and barriers that hinder participation still requires more attention. This paper conducts a scoping review of the literature on public involvement and barriers to participation in post-disaster housing reconstruction. This study found that the ladder of participation is a common theory adopted by various research in mapping the degree of participation. This review found that previous research uses either housing reconstruction stages or participation indicators to analyze the involvement of multiple stakeholders. This review found that factors related to process and actors hinder community participation in housing reconstruction. The authors suggest that future research adopts a qualitative method to enrich the current quantitative analysis of community participation degree in housing reconstruction. Future studies worldwide, particularly in high-risk countries to disaster, must understand the contextual nature that may hinder or facilitate collaborative public participation in post-disaster housing. Moreover, research on institutions is also required, especially related to government policies and practices that impede public participation.
