Regulatory Model of Food Banks in Indonesia: A Systemic Way to Realizing Sustainable Development of Food Chain in Indonesia

This paper discusses the food bank regulatory model that is being initiated in Indonesia. This idea is interesting in the scope of food sustainability because Indonesia has an issue with a large amount of leftover food and the disparities in food availability where there are areas with food surpluses and vice versa. The problem of food disparity is attempted to be overcome by the existence of food banks to distribute the excess food to those in need. Unfortunately, the presence of food banks is limited to community volunteerism without specific regulations. This paper uses the normative juridical method. First is the need for accuracy in drafting legislation to not impose excessive burdens on relevant stakeholders. Second, there is a need for harmonization with various related regulations. With the normative juridical method, this paper concludes the importance of Indonesia making additional regulations related to food banks in the existing law with additional tax and other administrative incentives.
