N2 - Lobbying and negotiation as communication activities are still considered to have negative associations. In fact, these two activities can have a positive impact, for example helping legislators convince stakeholders to pass a bill that benefits the wider community. The purpose of this study is to understand the practices and lobbying carried out by legislators to stakeholders in the process of discussing the Tax Consultant Bill. This research uses a qualitative approach, a case study research strategy, and data collection in the form of structured interviews and documentation. The research data were analyzed using thematic analysis and research triangulation in the form of theoretical and data triangulation. The results show that in carrying out lobbying and negotiation practices, legislators as political communicators place positions as partisan politicians. The five basic areas of lobbying activities carried out are establishing coalitions with influential organizations outside the DPR, conducting research and reports, establishing communication with individuals within the parliament, selecting speakers and expert witnesses, and preparing for debates. Meanwhile, communication activities in the negotiation process included constructing narratives, setting negotiation strategies, and managing relationships with constituents. Although the lobbying and negotiation process encountered disruptions, legislators were able to convince stakeholders to approve the Tax Consultant Bill to be included in the 2018 Priority National Legislation list.
