A wave into democratization and liberalization which influenced the development of government politic had arisen. This wave also provided space for public's participation or any other private sector on development privatization including public service. Thus health sector is not an exception in this case.Substantive definition of privatization is action of diminishing the government's participation (state control) and increasing private's partaking.
