Abstract
The high consumption of plastics from the world community impact the marine environment, it is estimated that 80% of the marine debris in the sea is made of plastic. The emergence of plastic waste in the marine environment due to inappropriate waste disposal, poor waste management, lack of waste treatment plants in big cities. Marine plastic litter are really dangerous to marine environment, this is because plastic waste threat to marine wildlife and ecosystems, human health and livelihood, cause bio-accumulation of pollutants and toxics, travels long distance, cannot be decomposed, difficult to trace, and it is hard to clean microplastics and plastic waste on the seabed. The purpose of this paper is to determine the regulation of marine waste pollution based on international law and the implementation of reducing or overcoming plastic waste in the sea by China and Indonesia. To answer these questions, the writing of this article uses a normative research method, with a juridical-normative approach. The solution of plastic pollution in the sea is reducing plastic usage, improving waste management, waste composition, produce environmentally friendly goods, repair and overcome plastic waste at sea in national and international level, as well as education and training on prevention of waste at sea. The research show that international law has a role as a driving force for countries to make policy to resolve marine plastic litter as well as a source for countries to determine the appropriate measure to tackle marine litter.
