N2 - Recently, the development of telecommunications technology has increased data transmission speed with good results. Timor Leste is a country with bandwidth and data speed that still needs to be improved, considering the internet's importance for a country's progress. In our research, a submarine network design can connect the two governments of Indonesia and Timor Leste using the East Palapa Ring Project. It creates a bilateral relationship between the technology sectors of the two countries. This research proposes two paths as a consideration in cost efficiency and parameters. The first proposal is both ways are in Kolana, Alor Island, East Nusa Tenggara Indonesia, to Dili, Timor Leste, and the second proposal is the Banda Sea to Dili, Timor Leste. The parameters used are the Power link and rise time budgets as mathematical data combined with simulation results. The proposed results produce total attenuation of17.60125 dB and 18.58875 dB, complete dispersion of 70.7535 ps and 73.7644 ps. It can be concluded that the proposed design is very feasible to implement.
