Local government revenue, general allocation fund, special allocation fund, capital expenditure to human development index (HDI) in Papua, Indonesia

Abstract

Human development index indicates an increase in the success or performance of a country or region, with the decentralization local governments can arrange and finance the region by local government revenue, the general allocation fund and special allocation fund spent reflected in capital expenditure aimed at increasing HDI, but the fact that an increase in local government revenues, general allocation fund and special allocation funds are reflected in capital expenditure has not been able to increase HDI followed their HDI increase inequality in Papua Indonesia which is in the lowest position. This study aims to determine the effect of local government revenue, general allocation fund and special allocation fund through capital expenditure to HDI. By using multiple regression to the population of the district/city Papua province simultaneously obtained results local government revenue, general allocation fund and special allocation fund through capital expenditure significant effect and only partially special allocation fund which does not affect the HDI. Central and local governments should consider equitable distribution of development to enable the increase in HDI in the region or country.
