Knowledge Sharing and Knowledge Transfer Factors and Its Mechanism in Government

Abstract

Knowledge sharing and knowledge transfer are important processes in the application of knowledge management. Human resources as a source of knowledge each year experience changes and even a decline in government agencies. The application of knowledge sharing and knowledge transfer in government organizations can create innovation and increase organizational efficiency. This study aims to identify factors and mechanisms for knowledge sharing and knowledge transfer in government organizations by conducting a Systematic Literature Review sourced from seven databases that produced 39 kinds of literature. From the research results, it is found that 51 factors influence the application of knowledge sharing and knowledge transfer in governance and the most frequently used factors are trust and organizational structure. Furthermore, the mechanisms used in the application of knowledge sharing and knowledge transfer vary in each organization according to organizational goals. There were 14 knowledge-sharing mechanisms and 18 knowledge transfer mechanisms that could be carried out through three different media.
