Abstract

The implementation of innovation in public sector is considered not to be as rapid as in the private sector, thus necessitating an exploration of factors that can drive innovation among government employees, in this case, civil servants (PNS).
Therefore, this study aims to identify factors that can foster innovative work behavior, one of which is public service motivation, supplemented the moderating effects of business acumen and perceived organizational support. A total of 538
civil servants in Indonesia, selected using convenience sampling, participated in this quantitative study by filled out the Innovative Work Behavior Scale, Merit System Protection Board Scale, Business Acumen Instrument Scale, and The Survey
of Perceived Organizational Support Scale. The hypotheses were tested using multiple hierarchical regression analysis. The study results demonstrate that public service motivation is significantly related to innovative work behavior, but no longer
significantly influences innovative work behavior when interacting with other variables. Instead, the study shows that business acumen and perceived organizational support are factors that can elicit innovative work behavior. In this context, civil servants with high business acumen are more likely to exhibit innovative behaviors in their work to provide optimal services, while those who perceive high organizational support are less likely to innovate in their work as they may feel that
the organization already provides the necessary systems and regulations. These findings suggest that improving civil servants' understanding of governmental business processes and encouraging a growth mindset can further stimulate innovation.
