Abstract
Clean water is an important requirement for human life. As an important human need, clean water requires planned management to ensure its availability to humans. The scarcity of clean water that often happens lately in some areas in Jakarta shows that clean water must get good management to maintain its existence. Clean water management in Jakarta is carried out by PAM Jaya. This company is a regional drinking water Company Jakarta. In its development, PAM Jaya collaborated with private companies to manage clean water in Jakarta. The collaboration is called privatization which aims to improve clean water services to the people of Jakarta. Water privatization is the process of moving water management, either in part or in whole, from the management of the government to the private sector. The privatization in PAM Jaya has been running since 1998. The regional government of DKI Jakarta as the owner of PAM Jaya makes a policy to find the best way for all parties. This article examines the steps taken by the DKI Jakarta government towards privatization in PAM Jaya (DKI Jakarta Drinking Water Company) in 1992-2000. The difference in service to the community by PAM Jaya before and after the privatization. The importance of this research shows that the water privatization policy that occurred in PAM Jaya in 1998 had an impact on the clean water service perceived by the people of Jakarta today. The method of the study is using methods of history with sources in the form of archives, newspapers, books, and contemporary sources of the oral interview with PAM Jaya customers community as well as employee PAM Jaya as a supporter of the research. The results showed that the privatization aims to improve the water supply in Jakarta in its implementation does not run smoothly as expected, and does not make the service better.
