Identifying Critical Success Factor for IT Project Implementation Using Analytical Hierarchy Process: A Case Study of Clearing and Guarantee Corporation in Indonesia

Abstract

The development of services and products using information technology will support the capital market industry in creating innovation and digital transformation. It will make the capital market business more effective, efficient, secure, and compliant with financial regulation. As one of the SROs (Self-Regulatory Organizations), XYZ has many IT Projects to support that goal. In measuring the success of IT project implementation, XYZ has a key performance indicator (KPI), namely %OTOBOS (On Time On Budget On Scope). However, based on the development project KPI reports in 2020, only 34% of projects met the KPI target of 23 IT projects by the end of 2020. Some IT projects experience delays in the implementation process of their development. This research study identified the critical success factors that significantly influence the success of IT projects. By finding these factors, there is an expectation for improvement when implementing IT Projects in XYZ. This case study research conducted a literature review from previous research studies and literature studies to find the potential CSFs of IT Projects. There are ten potential CSFs in IT projects that would be used in this study. The prioritizing of those CSF was calculated using AHP to rank those factors. This research study used a mixed-method. First, the questionnaire was filled out by 3 SMEs through interviews to know the most influential factor in IT Projects. Then, the results were validated by one of the SMEs. The CSFs were compiled based on the KPI of project success measurement: Scope, Time, and Budget. Based on the calculation of pairwise comparison, the most influential factors are project scope and requirements management, followed by the project management process. The less influential factor is organizational culture.
