N2 - Despite the significant impact of disasters in Indonesia, Public Health Resilience (PHR1) or Ketahanan Kesehatan Masyarakat (in Indonesian) as an approach to disaster management is only mentioned once in Indonesia's Rencana Pembangunan Jangka Menengah Nasional (National Mid-term Development Plan [NMDP2]) 2015–2019. Using policy content analysis, this study aims to analyze whether the transformation occurred from concept to implementation of PHR against disaster in the NMDP 2015–2019 and Badan Nasional Penanggulangan Bencana's (The National Disaster Management Authority [NDMA3]) Strategic Plan 2015–2019. The findings provide recommendations to inform PHR implementation for Indonesia's development agenda (NMDP 2020–2025) and NDMA Strategic Plan. This study adopts health policy document analysis criteria specified for PHR levers. The findings show specified goals of each resilience lever to achieve PHR within the NMDP 2015–2019 are not well-defined. The incomplete reflection of PHR in the ongoing development agenda highlights the need for explicit PHR values in the 2020–2024 Indonesia NMDP and NDMA Strategic Plan to avoid the policy being another ‘silver bullet’ with unclear targets.
