Hazards from the Maintenance Outsource Operation of Container Material Handling Equipment in Port

Abstract

Port functions as a gateway for the flow of goods in and out of export-import and inter-island goods. One of the ports in Indonesia is Tanjung Priok which is the largest and busiest port in Indonesia located in North Jakarta. Tanjung Priok port implements maintenance outsource to focus on their core competencies. This study sets out to identify a hazard that occurred while maintenance outsources operation as well as the causes of these hazards and their impact on safety, one of which is in container Material Handling Equipment (MHE) in Jakarta International Container Terminal (JICT). There is a partial influence of loading and unloading equipment with a positive and significant performance of the container terminal at JICT Tanjung Priok. The combination of quantitative and qualitative research design was preferred for this study, where the data was collected through a model called as CMM people-Capability Maturity Model from the maintenance provider then continue with the Analytical Hierarchy Process (AHP) with the participation of subject experts selected by purposive sampling. The outsourcing of MHE maintenance to lower maintenance costs and to reduce the time during which MHE remains idle for maintenance place cost and time pressures on maintenance providers, which eventually leads to potential threats arising from the human resources factor of maintenance providers.
