Knowledge management as people approach in information system is used to develop Knowledge Management System (KMS). KMS can be defined by aligning knowledge management process in organization. Analytical approaches to determine KMS are identifying knowledge management process, transferring knowledge management mechanism and applying knowledge management technologies for each finding indicator in governmental environment. This research is conducted using literature study and survey at Badan Kepegawaian Negara's head office and branches. Literature study determines analysis method for KMS. Survey is conducted by distributing questionnaire to civil servant at Badan Kepegawaian Negara. Quantitative method is used for analyzing survey result using SPSS 21. Research shows the list of KMS priorities that are required for government; such as chat group, tutorial of best practice model, expert locater system, knowledge database and help desk to support organizational activities and service.
