PT XYZ, which is formed in mid-2013, is responsible for the five business units in marine logistics services. The company wants to have good governance and standardized documents according to the needs of each management system used in the corresponding business unit. However, the different types, characteristics and processes of the business units and the lack of Enterprise Content Management (ECM) acceptance drives the initiative to propose a strategy for ECM implementation. This study uses Soft System Methodology (SSM) approach in ECM implementation strategy combined with supporting theories namely content maturity models and content audit. This research resulted in 24 activities derived from the 14 major activities in the conceptual model. These 24 activities are transformed into ECM implementation strategy. This implementation strategy can be used as the baseline for PT XYZ to pursue its ECM implementation until the end of 2015.
