Enhancing Safety Evaluation: Weighting of Safety Performance Indicators for Indonesian Construction Projects

Abstract

The rapid growth of Indonesia’s construction sector highlights gaps in existing safety evaluation frameworks, particularly in weighting safety performance indicators. Existing methodologies often lack alignment with the unique characteristics of Indonesia’s safety measurement standards. This research addresses these gaps by determining the weights of safety indicators to improve safety performance evaluations. Data was collected by surveying industry experts, including academics, researchers, and practitioners. A combined approach, the Analytical Hierarchy Process (AHP), known for its ability to handle complex decision-making processes with multiple criteria, and the importance rating method are employed to determine the relative weights of construction safety indicators in Indonesia. This research successfully establishes a weighted hierarchy of construction safety performance indicators, spanning criteria, sub-criteria, and specific indicators. At the criterion level, safety planning is identified as the most critical factor influencing construction safety, followed by safety operations, safety evaluation, safety leadership, worker participation, and safety support. This study provides empirical evidence of their relative importance by assigning precise weights to each indicator, enhancing safety evaluation methods. The findings contribute to developing a comprehensive and effective tool for evaluating construction safety performance.
