Abstract

Introduction: One of the rights of medical personnel and health workers in carrying out practice is the opportunity to develop a career in their professional field. The gap in career development between non-ASN health workers and ASN is driven by a regulatory vacuum in the implementation of career development for non-ASN health workers, so that their career development is not standardized. Objective: This research aims to obtain an overview of regulatory support for the career development of non-ASN health workers, as well as provide recommendations to the government and stakeholders in formulating policies regarding the equitable career development of non-ASN health workers. Method: The research was carried out by reviewing literature in the form of regulatory documents or laws regarding the career development of health workers sourced from the Ministry of Health's legal product database, JDIH BPK, and Google online. Inclusion criteria include 2012-2023 regulations with "applicable" status, types of statutory regulations in the form of Laws, Government Regulations, Presidential Regulations, Ministerial Regulations, and Ministerial Decrees with the theme of career development for health workers. Exclusion criteria include implementing regulations related to ASN career development. Results: Eleven documents were reviewed regarding the legal regulations related to the career development of non-ASN health workers. The document consists of three Laws, two Government Regulations, one Presidential Regulation, four Ministerial Regulations, and one Ministerial Decree. Law Number 17 of 2023 concerning Health mandates a number of rights for medical personnel and health workers. There i s linkage and support in the content of various laws and regulations for the career development of non-ASN health workers, but implementing regulations covering the implementation of career development for non-ASN health workers are not yet available. Conclusion: Current regulatory support is limited to regulations at the macro level, thus encouraging the implementation of career development for non-ASN health workers to become non-standard.
