N2 - In carrying out government activities and public services in the state building, building safety and occupants are technical requirements that must be met. Moreover high-rise buildings which high risk potential for various disaster that occur especially fire disaster. In an effort to cope with the fire of high rise buildings are required to have a fire prevention and control system. The existence of emergency response team and procedures for fire disaster is one of the efforts in disaster prevention of fire. This study aims to determine the existing state and develop SOP of risk-based emergency fire on government buildings. The research method is done by observation of fire protection system on the research object, questionnare survey conducted on the employees in the research object environment and interview some experts majoring in fire emergency response on building. Existing condition of existing building and organizational structure used as input in this research. The process of planning, implementation, maintenance and supervision are the stages required to produce a SOP of fire emergency response. The results of this study are expected to form an Emergency Response Procedure and Fire Emergency Response Team based on risks in the government building environment especially in DPR RI.
