N2 - Project quality, safety, time, and cost are the four critical factors contributing to a project's success. Therefore, investing in management strategies is vital to enhance the performance of those elements. Construction quality is defined as the conformance to the customer requirements documented through plans, specifications, contracts, and applicable codes and standards. Construction safety is where the risks associated with the work are acceptable and tolerable in the setting. Therefore, combining safety and quality systems is arguably an ideal management strategy. The literature study approach focuses on nuclear facilities and other energy projects, which further explains the elements of safety factors in the construction phase. Brief interviews with experts have been conducted as a validation tool. The main factors for the strategic safety model are integrated safety, accountability, safety-oriented leadership, safety as a value, and learning activator.
