Abstract

National Cyber Security (NCS) is multi-disciplinary in nature and diverse in practice. This diversity leads to difficulty in developing a framework, because it consists of variety of components. This research addresses the implementation of the Grounded Theory approach in order to analyze components of national cyber security framework. The primary data collection comes from focus group discussion (FGD) that involve 6 (six) experts in the area of NCS. Transcripts of FGD are analyzed and coded. Preliminary data are discussed and confirmed. From the data and transcripts analyses, it is identified that the NCS constitutes twelve components. These components will be used in the future research, to construct initial Indonesian's NCS Framework.
