Decentralization and Changing Governance: Peranan Kepemimpinan dalam Peningkatan Kapasitas Kewirausahaan Lokal (Studi di Kabupaten Jembrana, Bali, Indonesia)

Decentralization has provided some improvement in the result of pubiic services and revitalization of population's qualify of living. It can be seen from, among others, the program of improving the population's buying power in the Regency of Jembrana, Bali. This program consists of a combination of sub-programs; two of them are the programs of revolving fund and of loan aid for buying rice grain and clove. Through these programs, not only is the population's buying power increasing, but also is the population's spirit of entrepreneurship. Every population, through Community Group (POKMAS), is able to build a joint enterprise in every field. This program of improving the population's buying power may be declared successful and display the best practices criteria, which may be replicated by other regions in indonesia.
