Cost-effectiveness of road network maintenance optimization based on accessibility measurement

Abstract

Cost-Effectiveness Analysis (CEA) often used in field of health or environment. Adopting to the concept, CEA can be applied to make a decision of road network maintenance priority. The purpose of the research is to developed the optimization model of road network maintenance based on accessibility measurement to meet the maximum accessibility and maximum Incremental Cost-Effectiveness Ratio (ICER) of accessibility. Genetic algorithm is used to calculate the optimization which maximum accessibility as the objective function, and budget of total maintenance cost as a constrain. The maximum ICER are then calculated to meet the effective condition. The condition of effectiveness appeared when a percentage of decreasing the cost is higher than a percentage of reduction of the accessibility. In this case, a decrease in cost of 47% will reduce the accessibility level of 34%.
