N2 - This research designs a model for strengthening the role of the private sector indeveloping energy security zone based on renewable natural resources in Indonesia'sregional zones. Focus on research in the East Sumba Zone is because the area is inremote areas and islands, has a low electrification ratio, and hilly naturaltopography, but has abundant natural resources. Besides, Sumba Island has beenchosen by the Government as an icon of Renewable Energy Island, but it still has ahigh dependency on diesel power plants. The methods used in this study arequalitative and quantitative analysis with analysis tools using ISM (InterpretativeStructural Modeling) involving 20 experts and AHP (Analytical Hierarchy Process). The results of the analysis show that problems/obstacles that hamper privateparticipation in the development of energy based on renewable natural resources onthe island of Sumba, especially in the East Sumba zone, are partnerships, collaborative governance, and business feasibility. ISM results state that the critical factor of the main obstacle element is the absence of a mutually beneficial cooperationmodel between stakeholders. Alternative strategies in designing business models tostrengthen the role of the private sector in developing energy security zones in EastSumba are: (1) building a business model of community-based professional andsustainable energy management (PLN mini) and (2) optimizing and revitalizingexisting renewable energy facilities and infrastructure, with the main factors being thesupport of government policies and the main actors of the central/regionalGovernment also aiming at improving the economy and prospering the communitythrough the Collaborative Governance Program.
