Abstract
As the world's culture superpower, cultural diplomacy is an
important issue to Indonesia which was noted by the frequency of
cultural diplomacy done by Indonesian political figures in recent years.
This paper analyzes Bacharuddin Jusuf Habibie's speech in 2014 in the
United States to foreign scholars observing the process and system of
Indonesian democracy. The aim of this paper is to analyze the quality of
the speech's cultural diplomacy and identifying the Indonesian cultural
diplomacy speech model by Mr. Habibie. This descriptive qualitative
method paper examined Mr. Habibie's speech video, which was
published in 2016, through the perspective of linguistics. Specifically,
this paper analyzed the speech through a critical discourse analysis
(CDA) framework and the cultural diplomacy guide that is published
by the Indonesian Ministry of Education and Cultural Affairs in 2018.
Although the speech was never explicitly intentioned as a
speech to promote Indonesian culture, this paper founds that Mr.
Habibie has done the action of cultural diplomacy through this specific
speech. However, Mr. Habibie's cultural diplomacy is found to be
different from the Indonesia's Ministry of Education and Cultural
affairs' cultural diplomacy guide which prompted the need to have a reexamination
and re-construction of the guide.
