abstract = "The telecommunication industry in Indonesia is having strong competition with a tariff lowering strategy that has made in a price war. Free competition has not capable to suppress the mobile operators to contend in their services and also fairly building the network [6]. Therefore, this study aims to recommend the price regulation in consequence of the price war strategy that takes place among mobile operators in DKI Jakarta. This research used a qualitative method by collecting data from one of the mobile operators in DKI Jakarta and conducting benchmarking by doing interviews with several senior leaders in Singapore mobile operators. The outcomes of data processing concluded that the amount of promotions proposed by the mobile operators was not able to escalate consumer data traffic. Singapore benchmarking results showed that the mobile operators must propose a scheme of promotional tariff to be assessed by the government first before it is applied so that assure the tariff is proper, rational, and free of discrimination. Cellular operators in applying promotional tariffs must have a time limit so that the promo rates that are launched do not occur every day so as to increase operator revenue and data yield.",
