Analysis of Factors Affecting Acceptance and Use of Mobile Internet Version of Crop Application by Provincial Government Officials of DKI Jakarta Using Utaut Model

Abstract

The rapid transition of urban populations in the twenty-first century made communities and governments around the world face new challenges such as; sustainable development, renewable energy, better public services, and other more. This has led urban areas becoming more complex social ecosystems, some municipalities, have responded to this by developing strategies that rely on creative and innovative Information Communication Technology (ICT). A city or region capable of moving forward to be more efficient, effective, and transparent needs to create new capabilities to use technology and process of the data flow to achieve the desired information integration. CROP (Quick Response of Public Opinion) and Qlue released in December 2014 present as media and also implementation channel of ICT in the form of application system used by Provincial Government of DKI Jakarta to monitor, understand, analyze and plan the city with aim to improve efficiency, equity and the quality of life of its citizens in real time.The relationship between CROP and Qlue lies to; Qlue is a social media application that can be used by the public to find out information about the condition of the city and to submit its complaints and aspirations in real time, while CROP is a similar service specially aimed at bureaucrats within the Provincial Government of DKI Jakarta in monitoring the aspirations and complaints of the community obtained from Qlue. Both of those applications run in 2 platforms: desktop and mobile. When a technology is present, adopted, and applied, there are always factors that influence it, whether it affects positively or negatively. Therefore, this research attempts to find out what factors of acceptance and use of CROP application in mobile version that are used by city government officials at Village level using UTAUT (Unified Theory of Acceptance and Use of Technology) model developed by Venkatesh, et al in 2003.The population of this research is the users of CROP mobile application at the Villagelevel in Provincial Government of DKI Jakarta, total population is 231 Village (without 6 Villages in Kepulauan Seribu Regencyand 30 Villages that have been used as pre-Test). Sampling gathered by multistage cluster sampling technique, and hypothesis confirmation run by multiple regression test.The result of the analysis shows that the Gender moderated PE and EE variables, and FC significantly influences BIUS, but PI variable moderated by Gender not significantly influences BIUS.
