A proposed methodology to develop an e-Government system based on Soft Systems Methodology (SSM) and Focus Group Discussion (FGD)

Abstract

The development of e-Government system has been widely carried out in some countries. However, some of them are failed. One of the failure factors is when the system can not meets the stakeholders need. Therefore, in this paper, it is proposed a methodology that based on one kind of soft systems thinking, i.e. the Soft Systems Methodology (SSM). One other method is added to the SSM, i.e. Focus Group Discussions (FGD). With the combination of SSM with FGD, it is expected that the social interactions of stakeholders can be accommodated, so that the failure of e-government systems development can be reduced.
